DEFINITION
Under general direction, performs a variety of technical and professional duties and services for City administration including, human resources functions, such as employee relations, recruitment and selection, classification, training and development, benefits administration, equal opportunity and affirmative action compliance, and risk management. Ensures compliance with established federal, state, and local laws, regulations, and guidelines. Serves as the City's filing officer to the Fair Political Practices Commission.
Coordinates activities with other city officials, departments and outside agencies and organizations; provides highly responsible and complex administrative support to City management and City Council and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Administrative Services Director and works closely with the City Administrator. Exercises functional and technical supervision over assigned administrative and clerical staff, including direction of work assignments, training, and performance evaluation, as assigned.
CLASS CHARACTERISTICS
This is a professional, confidential position and is a member of the Sonora Confidential Employees Association. It is a fully qualified, journey-level classification responsible for performing a broad range of advanced administrative, human resources, and City Clerk functions in support of City operations. Positions in this class require a comprehensive and authoritative understanding of assigned departmental or functional areas and regularly provide professional and technical support to executive management staff in the planning, implementation, and administration of programs, policies, and initiatives.
Incumbents perform complex professional, administrative, and technical assignments that require the frequent use of independent judgment, discretion, and confidentiality, particularly in matters related to personnel, labor relations, risk management, and City governance.
Incumbents are expected to independently establish priorities, objectives, timelines, and work methods to achieve desired outcomes, identify and resolve operational issues, and make recommendations to executive management. The position requires a high level of professionalism, initiative, and accountability in delivering work products and services that support organizational effectiveness and compliance with applicable laws and regulations.

EDUCATION AND EXPERIENCE
Associate's Degree with course work in public or business administration, risk management, or related field and/or five (5) years of experience
