The Position:
This position is responsible for the following areas:
Court Investigation: Family Law, Guardianship, Conservatorship, and other investigations as assigned and affiliated report writing.
Program Coordination: Works collaboratively with the Probation Department, Child Welfare Services, and Behavioral Health on treatment teams to coordinate and oversee the progress of participants in the Adult Drug Court and Dependency Drug Court programs, and Prop. 36, as well as other programs.
Representative Duties - For illustrative purposes only:
Probate Investigation:
• Conducts investigations regarding Conservatorship and Guardianship cases and prepares reports for judges.
• Reviews Petition and other filings in Court file upon appointment.
• Completes home visits regarding Conservatorship cases to assess the need for a Conservator and the appropriateness of a proposed Conservator.
• Completes home visits regarding Guardianship cases to assess the need for a Guardian and the appropriateness of a proposed Guardian.
• Interviews all relevant parties in Conservatorship and Guardianship cases, including collateral sources such as Child Welfare Services, the Probation Department, other law enforcement agencies, medical professionals, schools, and care facilities.
• Makes recommendation to the judge as to the appropriateness of a Conservatorship or Guardianship.
• Coordinates and completes probate investigations done by independent contractors; provides independent contractors needed court case file information
Program Coordination:
• Coordinates treatment for Dependency Drug Court, Adult Drug Court clients, and Prop. 36 including meeting with clients ordered into the program and ongoing case coordination support.
• Serves as a liaison between Behavioral Health, Child Welfare Services, Probation and the Court, and attends treatment team meetings.
• Attends all Court hearings regarding Dependency Drug Court, Adult Drug Court participants, and Prop 36.
• Oversees the annual renewal of the Substance Abuse Focus Grant, including the collection of grant data and statistics reporting to the Judicial Council of California.
• Actively pursues, writes, and coordinates existing and new grants.
Other Related Duties:
• Attends and participates in staff meetings.
• Attends training as deemed appropriate for the work assigned.
Program and Investigation Coordination:
• Conducts investigator coordination duties, and program coordination for various Court programs.
• Others duties as assigned.
MINIMUM QUALIFICATIONS:
Education/Experience:
Bachelor's degree or equivalent in court administration, business or public administration, criminal justice, social/behavioral science, or a closely related field. Additional relevant experience may be substituted for the education requirement on a year-for-year basis.

Have a minimum of two years' employment experience performing casework or investigations in a legal, financial, law enforcement, or social services setting. (California Rules of Court, Rule 10.777)
Licenses and Certifications:
Possession of a valid current California class C license or the ability to provide suitable transportation to conduct interviews in places of residence, and site visits out of town.
Demonstrated Knowledge of:
• The court system and the procedures used in probate cases, and courtroom procedures and operations.
• Adult psychopathology and family systems theory.
• Domestic violence dynamics, drug and alcohol issues, child abuse/neglect.
• Probate Code and procedures in regard to conservatorship and guardianship.
• Principles and techniques of program coordination.
• Specialized knowledge in assigned program(s).
• Community resources and educational materials.
• Cross-Cultural issues, problems of the elderly, developmentally disabled and neurologically impaired, and of children's needs and special interests.
• Laws and regulations applicable to court operations and administration.
• Problem-solving and conflict resolution methods and techniques.
• Grant funding and administration.
• Coordination principles and practices, including goal setting, program development, implementation, and evaluation.
• Interviewing and investigation techniques.
Demonstrated Ability to:
• Draft comprehensive, concise and grammatically correct reports with assessment, evaluation and recommendation components.
• Identify and develop goals and objectives.
• Develop and enforce policies and procedures.
• Make referrals to appropriate services including domestic violence groups, substance abuse treatment, supervised visitation and counseling.
• Mitigate conflict and interview clients from a variety of cultural and socioeconomic backgrounds and experiences.
• Conduct difficult and complex analyses of information and make sound recommendations.
• Remain current with relevant program trends and issues.
• Use initiative and independent judgment within general policy guidelines.
• Analyze and assess information and make sound recommendations.
• Independently apply investigation techniques.
• Reach logical and sound conclusions based on evaluation of facts and conflicting information.
• Build advanced spreadsheets and databases regarding program activities and participants.
• Thoroughly document policies and procedures related to all the above, including cross-training other personnel when appropriate.
• Work independently, organize own work, and set priorities to meet deadlines within prescribed time constraints.
• Establish and maintain effective, cooperative, and professional working relationships with those contacted in the course of work.
• Maintain strict confidentiality of Court files and information that may be obtained as part of day-to-day responsibilities.
• Communicate effectively in English, both orally and in writing to discuss complex issues and present recommendations.
• Complete annual job specific training.
• Pass pre-employment criminal and professional background checks.
Physical Requirements:
The physical demands described here are representative of those that must be met by an incumbent to successfully perform the essential functions of this job. Work is performed in a typical office setting with adequate lighting and moderate temperature, and requires the use of standard office equipment, including computers and telephones. While performing the duties of this job, the incumbent is constantly required to sit talk, hear, reach, and use both hands and fingers to handle or grasp objects. The incumbent must occasionally stand, walk, and bend while performing the duties of this job. The incumbent must be able to lift and/or move up to 25 pounds. Specific vision abilities required by this job include near vision, far vision, peripheral vision, depth perception, and the ability to adjust focus. May be required to travel as necessary and occasionally operate a motor vehicle.
